On 24 November 2025, the Bulgarian-Swiss Chamber of Commerce (BSCC), in its role as an intermediary body among all Dual Vocational Education and Training (DVET) stakeholders, hosted a focused working meeting dedicated to the launch of DOMINO 2—the next strategic phase in the development of Bulgaria’s DVET system. The event brought together company executives and HR leaders, marking an important milestone in strengthening cooperation between business, education, and public institutions.
Dual Vocational Education and Training has been part of the Bulgarian educational landscape since 2015, with the first DOMINO project laying a solid foundation for its introduction and development under the Swiss-Bulgarian Cooperation Programme. Building on these achievements, DOMINO 2 aims to support the transition toward a self-sustained, nationally integrated DVET system that is closely aligned with labor market and business needs.
The program is implemented by the Ministry of Education and Science and financed under the Second Swiss-Bulgarian Cooperation Programme. It is supported by leading Swiss and Bulgarian partners, including the Swiss Federal University for Vocational Education and Training (EHB HEFP SUFFP SFUVET), the CES Chair of Education Systems at ETH Zürich, CFPS Le Repuis, and the Bulgarian-Swiss Chamber of Commerce.

Following the opening remarks, Ms. Polina Zlatarska from the Ministry of Education and and Science and Program Manager, presented the structure, objectives, and key activities planned under DOMINO 2 within the framework of the Second Swiss-Bulgarian Cooperation Programme.
The discussion-focused format of the meeting encouraged active participation from the business community. Participants explored the main activities foreseen under DOMINO 2, shared practical challenges encountered in implementing DVET in Bulgaria, and offered concrete recommendations for improving the system from a business perspective. The exchange of experience between established DVET practitioners and companies new to the model provided valuable insights for the future development of the program.
